You possibly know this already .. For background levels of pm2.5 and pm 10 you should look at DEFRA's information. Annual report http://uk-air.defra.gov.uk/assets/documents/annualreport/air_pollution_uk_2013_issue_1.pdf.
Also look at WHO and the Aphekom report. The gist of the Aphekom report predicts life expectancy would increase by 13 months in London if the long term pm 2.5 levels where bought down to the WHO (AQG) annual level.

We are a group of students who are building a start-up on how to improve London's air quality.
