You could try here: http://www.klassiekeracefiets.info/ It's all in Dutch, but you can try sending them an e-mail.

just an idea, but if the builder is one of the many smaller Dutch brands/builders, It could have been built locally to where it was found

klassiekeracefiets :
Hi, that is some rather unspecific description of the builder There were many who had some kind of career as professional cyclist before turning framebuilder back in the day.
The lugs look pretty standard and the chainstay bridge was often omitted to reduce wheel base.
To me it seems to have been repainted. Maybe if you very carefully remove the top layer of paint the original decals are still there.
Good luck! -

Hmm shame they don't have a library of good pics to compare lugs and construction etc. I have a frame allegedly built in amsterdam, very lightweight and rigid. I was never able to figure out who built it, just appreciate the mystery of it whenever I ride it :)

send a message to Stalen Ros on Facebook, maybe he can help. He knows a lot about dutch bikes.
sadly for you, i have seen a sh*tload of bicycles like that here in Flanders, same lugs, no details, no markings.
Hi,
I bought this frame a faw days ago. I'm unsure of the builder, the previous owner only told me that it was a small builder from the Netherlands. And that the builder didn't succeed in pro racing, so he started to build bikes. So that's a bit of a mystery right there.
I think the lugs are very specific but I don't have any idea what it could be. No marks, no numbers, no chainstay bridge too. Anyone? Maybe someone has some knowledge about Dutch builders. I will be grateful.
Cheers
