No, you can't run a quill stem on a threadless frame unless you replace the fork and head tube. You'll have to buy a 1 1/8 stem, which, luckily will work far better and aren't as retrogrouch.
If you want the aesthetic of a quill, and I don't know why you would then the closest would be something like a Nitto CT-80, which are kinda pricey. Alternatively Velo orange make the 'Tall Stack Stem'
which might do what you want, is less pricey, uglier, and available from Freshtripe

Sorry but you are entirely wrong.
@EricMitjans The fork will have to go but your headtube can stay.
The fork has to go as ahead forks are not made with the any regard to the internal diameter of the steerer as threaded forks are. Even if you are lucky enough to possess a set of forks with the requisite ID to the steerer, chances are cutting a thread into this steerer may destroy it, get something made for the job.
Your forks could be swapped for an 1 1/8" threaded fork, 1 1/8" threaded headset and 1 1/8" quill stem or 1" quill stem and a 1" - 1 1/8" shim.
But, ignoring the mechanical inefficiencies of a threaded headset and quill stem there are a few problems with the above solution solution -
1 1/8" threaded forks are not entirely uncommon but decent road/track forks with a 1 1/8" threaded steerer are. Most 1 1/8" threaded forks will be pretty low quality, aimed at the very bottom of the market, BSOs from supermarkets etc.

The shim is a bit of a bodge and where steering is concerned, you don't want to be bodging.
A much more reliable solution would be to fit a set of 1 1/8" - 1" headtube reducers, a 1" threaded headset, a 1" threaded fork and the 1" quill stem but that's a lot of shit to find, buy and fit all in order to run a more complex headset, a less stiff stem and an older fork.

Wowowo... I think I don't get it. My problem is wanting to install a 1" quill stem (nitto jaguar) into a 1-1/8 headset with a 1-1/8 threadless fork mounted in a 1-1/8 headtube. Why would I make a thread into the fork? :S

In 1'1/8th headsets the compression comes from the top cap pressing down on the stem which in turn presses on the headset holding the lot together. In a 1" threaded system the compression comes from the threaded top nut of the headset.
By making the 1'1/8th threaded the headset can be held together by the top nut not the top cap on the stem. Allowing you to run a 1" stem.

Or, just leave the Gazetta Frame and Forks as a standard 1 1/8th A-head setup and save yourself money, time and loads of hassle.

You don't even need to change the fork. I present @36x18 's old surley pacer as an example:

I do think though that finding a workshop/mechanic to cut a thread into an unthreaded steerer might be a mission. I know many will extend the threading on an already threaded steerer but believe few are willing to cut an entirely new thread.

Although at the time I was told by a frame builder that a steerer tube is a steerer tube, I've learnt since that different tube wall thicknesses are used for threaded/ahead applications, 1.6mm and 1.3mm respectively. I wouldn't do it again.

Sounds like far more hassle and expense than it's worth.
Along the lines of what @bmx_fred suggested, you could also find a Nitto NJ-89 stem (1-1/8", but designed for women's keirin, so NJS approved, if you're stamp collecting), or try one of these from Drew at Hubjub:

Really good quality; about 90% the quality of appearance of an NJ-89 for about one fifth of the price. Bought one for my girlfriend's Bianchi Pista Concept before it was stolen. -

What about setting the tension on the headset with a seatpostclamp and running a 1" quill stem with a shim
apart from the looks...or a custom stem/the VO Stem..

You could go for headtube reducer, get a nice 1" headset and 1" fork and get your desired headset

Hi guys (and gals),
I've spent some days now planning my next build, which is a present for the missus.
I've decided to go with a red Cinelli Gazzetta 54, H+Son Archetype wheelset, etc. The next part that came to mind was to mount a Nitto Jaguar 90mm/58degree stem with a Nitto B123 to it, until I realized that the Gazzetta comes with a 1-1/8" threadless fork.
And then I realized that I'm facing a problem I never faced before, having worked only in the comfort zone of 1" threaded forks.
If I want to accommodate a 1" stem into the Gazzetta, do I have to get rid of fork and head set? That would be a bummer, as the fork is really nice, and it matches the frame color. And even more important, if I were to replace fork just for the sake of the stem, would the frame accommodate a 1" headset/fork?
What I'm I missing, in this sea of newbieness?
