Single speed wheelset or rear wheel and risers

Wanted for a winter hack - going to do some bad weather commutes and run around's so need some life in them!

Wheels
I have a front but will take a set if that's how they come....
700c for 126mm dropouts (but can stretch or respace)
Would prefer low profile rims
16t freewheel included would be ideal
Flip flop hub a bonus
£30 - £80

Also looking for

Risers
Narrow
ideally 25.4 clamp (if not, I'll need a new stem as well, which is fine)
£5 - £15

Have 50cm RaceFace risers w excellent ESI grips I can do posted £17. All black but risers O/S. Cheers, Tom
