Bit of emery cloth around a piece of wooden broom handle and enlarge the hole. 0.3mm on the radius is only a very small amount to remove.

A better option is to find a bike shop with an adjustable 23-26mm reamer to do it for you.Depends on if you want to spend money on it or not.
This is quite a common size fr bike shops.

25.4mm was/is the standard for European/Japanese bars: get some Nitto or old Raleigh bars etc.

25.4 Standard comes from English and was adopted by U.S., hence we have 31.8mm/1-1/4"'oversize' bar/stem sizing that came from the world of mountain bikes, which originate from the U.S..
English imperial sizing was adopted by Japan, which is why until recently (when the NJ-89 stem was released in 2012), only 25.4mm stuff could have an NJS stamp.26.0 Is euro standard, rounded-up so firms could produce alu stems that just about fit existing imperial bars, while still being able to fit bars made from metric diameter European tubing.
I appear to have ended up with the only 25.4mm bar road quill in existence - been trying to get bars to fit but they all seem to be 26mm (wikipedia tells me 26mm is unofficial standard, which is news to me). It's a single clinch bolt, any chance of getting it to fit or might i just as well chuck the quill and get a different one?
