Wanted: steel track / single speed frame

Hey all, my little bro is wanting to get into the 'scene' especially now he is leaving the country, so is wanting a frame to take away and build up

Needs to be 54-56 cm top tube, and be drilled for front brake, or at least possible to drill forks (prefer not to obviously!)
Steel, quill stem and that's about it, he is open to something that needs a bit of work / repaint etc or something special

So anything out there?

I have a Claud butler track frame Seat tube (centre to centre): 57cm/22.5"
Top tube (centre to centre): 56cm/22"
Down tube (centre to centre): 63cm/24.5"
Chainstay (centre to mid dropout): 43cm/17"
Headtube: 6cm/2.4"
Steerer length (top of crown race to top of steerer): 20cm/8"

It comes with a (modern) Shimano 105 threaded headset.

thanks miloas, its lurrrvely but probably a little above price range / i couldnt bring myself to tell him to drill the forks / he is after something a little more 'classic'. GLWS etc its super rad

I have a royal Enfield about that size, was originally rod braked but rear bridge is drilled and fork has plenty of meat if you want to drill it. Paint original but very tatty and pretty hefty but has the classic path racer look!

A some pics if interested, trouble is postage will be about £20 by wouldn't want much more on top of that!
