The frame will look quite nice wonce shot blasted and powdercoated, but there will still be a nob on the forks for ataching a light.

You could easily find a 531 frame in that kind of condition for less money.To use a drive belt the rear dropout will need to be removable - use a Trek District frame?
I'm looking for a frameset for a bike to rebuild and convert to belt drive, so a bit of money will be spent on it.
Do you think this frame for £60 is good enough for that type of rebuild or should I be going for something a bit better:
