Cannondale SR600 - removing downtube shifter mounts/painting aluminium

How should I go about
- removing downtube shifter mounts (I know that many people will just say ''leave them on/put a cover over them'' but I just want them stripped off completely!)
- painting the frame
The frame is aluminium and there doesn't seem to be much advice/videos/topics with this materials in comparison to steel so any guidance would be much appreciated.
