I would suggest that frame is designed for 700c wheels, Dave Russell (or any of the people who built frames sold by him from his shop, he didn't make all the frames he sold with his name on!) would not have built a frame for the older 27" wheel size. However he did build some bikes with very close clearances, so it is possible that those tyres are simply too large in section even if the wheel diameter is OK.

So are the wheels with 28" tyres going to be 27", which are also known as 650?

650 is 26"
28 on the tyre could be the diameter of the tyre section, are there any other numbers on the sidewall? Some tubular tyres are marked 28 inch, but they are also 700c (as this is the diameter of the rim, i.e. 622 mm) (the tyre may have 622 marked on it too)

Thanks. To look at they are the same as my other 700c wheels, so I think they must be.
Side walls are only marked as 22mm 28".

I find 28" is to tubular tyres what 700c is to clinchers.
I think that having to let air out of tyres to fit the wheel into a close clearance frame with forward facing horizontal dropouts can just be how the frame was designed.

Hi,
I've picked this frame from my Dad who originally bought it whilst a member of Thames Velo. The frame was originally destined for 'David Lambourne' whos name is on the frame, but apparently a change of plan meant it was never ridden by David, and it ended up with my Dad who part built but never finished it.
Anyway, I am now selling it, but want to be sure that I'm giving the correct information to potential buyers. I have to admit to being naive to anything other than 'modern' bikes.
Here is the bike with some wheels, which are marked as 28" on the tyre sidewall. Are these 700c wheels?
I had to let some air out of the rear to get it in. Are they the correct sized wheels for the frame?
If anyone else could offer any thoughts or information on the frame it would be much appreciated.
