I can get it in but am having troubles tightening it up. The expaander nut thingy just spins as opposed to treading up and expanding the stem :-(

Take the stem out, push the expander wedge up until it just touches the stem; hold it there and tighten the top nut slowly so you just start to feel resistance. Then you know the wedge has started to 'bite' the inside of the stem, but not enough to expand it so it won't fit in the head tube. Give it a good coat of grease and slide it in, then you can tighten enough to set the stem straight, but not fully tight. Slightly loosen the locknut on the headset to relieve pressure on the bearings, fully tighten stem bolt then tighten locknut, holding the top nut with a headset spanner so you don't rotate it and squish the bearings ....

thanks. just gave it a go and it seemed to work after i also lubed the thread inside the expander nut.
whats the best 'grease' to use on the outside of the stem? I've some some park anti seize compound...is that nay good?

Yeah if the thread isn't lubed and stiff, the wedge won't move up the thread!
I use lithium grease, have even used Flora when supplies were low :D -

I have a 22.0mm Philippe Stem at home.

I also have another 22.0mm stem in the parts box - taken from a 1979 Peugeot sport.
Pretty sure it is an Atax.
Also pretty sure one is 90mm and the other one is 100mm.
I will take photos later this week.
