This is pretty much how I got into web design. A quick and dirty method of getting something up and running is to use a content management system such as Wordpress. Most hosting accounts have a one-click installer and you're good to go. Then start hitting Google for templates. Find something that is pretty close to what you need and install it. Takes a while to find something suitable but not too long to edit it.
Along with having a cool looking website they will also have an admin interface where they can edit the site themselves. If they want extra features there are a ton of plug-ins around which you can install.
The main thing about designing from scratch is the browser testing which will be complete nightmare if you don't know your css and your hacks. It's already a nightmare for people who do know what they're doing. If you get a ready made template then most of that testing will already have been done. Check it out.

So I may have promised to do something I can't, alcohol was heavily involved. Its a long story, but it boils down to this: I need to learn how to build a website, and I need to learn it tomorrow!

I am in a 100% identical situation right now - word for word. Plenty good advice in this thread which I will research carefully.
But it's two years old. Worth a bump to see if any new things in happened in web design since then. -

Wordpress is probably still the best to use overall. An alternative might be a Tumblr account with a theme applied. What is it you have drunkenly agreed to make? Depending on what sort of site you need to make something else may fit the bill.

A lot has changed since then. Html5 css3 ie9, ipads and other tablet browsers.
I doubt that many of the freebie solutions are that up to date, but some will be.
Knocking up something professional-looking with Wordpress is easy enough, but only you know whether you can get away with that.Good web development and design is not something anyone can just do. It takes years of hard work and talent. You need to adjust your ambitions accordingly. Much like being able to knock out a tune on the piano doesn't make you a composer I guess.

But you can get something half decent out of wordpress if you can use photoshop a bit and aren't afraid to edit some lines of code.

Use Squarespace if you need to knock up a site. I won't touch wordpress with a 1km long pole.

Any web designers looking for a bit of work? If so, please get in touch with these people and sort out their web site. I was clicking all over the home page thinking none of the links were working before I eventually realised the pages were changing, just completely off the screen.
