Butted steerer tube. Helps beef up the forks where the steerer is brazed to the crown.
Is it quite a short steerer/small headtube by any chance?
LadyLiz's road bike has the same issue, you'll need to cut the stem quill a little if you want to slam it. -

Thanks - it's not actually that short, which is why I am confused. I will have a go a the stem, does anyone have any tips on this?

I'm guessing that's the Gazzelle? I never tired to 'slam the stem' when I had the bike but my thoughts would be similar to edmundro's that it has a butted steerer tube. The frame was constructed from '531 Competition' which was a double butted tubing.

Yep it's the Gazelle. I really want to make the stem neck shorter but dont want to mess it up. I will ask Vince what tool he used..
I have a nitto pearl 10 quill stem that will only fit half way down the steerer tube. Is there a reason why the inside of the steerer tube would be tapered(?) - there is no obstruction that I can see.
