The Barnet electric? velomobile guy

Twice now I've seen some guy in a weird velomobile pod thingy in the Barnet area, think it might be electric as I don't notice any pedaling going on within the shell, and it makes no noise, but has a license plate and proper lights.

Anyone seen him before, and know who / what it is?

That's not the dude I've seen, pod finishes somewhere around axle height on his, can't remember colour though.

The one I've seen is dirty white. Looks somewhat home made, and isn't as set back as that.
