The T400s are actually still double sided SPDs, just that they have a platform on them, you can buy platforms for almost any double sided spd pedal from shimano at least.
I've got a NOS/boxed pair of VP dual sided pedals (SPD one side Platform only on t'other) these include new cleats too.
£20 posted gets you them

i have some a530s, they would fit you description, maybe look out for some of them. I do find that i find i need to move my seatpost up a bit if using the spds for any length of time though. those above look like they might not give this problem.
my mate has some a520s, I've had a go on them and the platform side isn't properly flat some they aren't great to ride on with normal shoes.

thanks both - I had a look in evans today and it seems that most of the touring style pedals do not actually have a flat platform side.
That pair above look great, but I've found the Shimano m324 version for £19.99 delivered (at Merlin, inc cleats) which seems like a bargain - down from an alleged £54 or something. Cheap is king though - would you be interested in £15 posted?

I'm looking for cheap (less than £20, preferably £10ish) pedals - that can be ridden with normal shoes or spd shoes (probably with both a platform and a cleat) - any brand, wellgo, exustar, shimano, etc.
Shimano PD-T400 would be absolutely perfect, but cheap
is the most important!
