Nitto B123AA 38cm track bars - £20

Bars have got a few scratches and some glue residue on them, the worst of which I've tried to phorotograph. ~~The stem was bought new and used at the track twice, in which time I've managed to put a small nick in it, which can be seen on the left hand side.

Does the stem have any rise/fall and is the steerer end 1 1/8?
