i have a pair of these as well they where cheap so i reckon it was probably a case of chroming them has added the extra .2mm. After a lot of use one i can get a 15mm spanner on them but its a very tight fit.

I bought a couple of track nuts from my LBS for a front axle a while ago. Put them on ok, but then discovered that my carry along spanner didn't fit them. The are 15.2mm across, so a 15mm spanner doesn't fit and a 16mm is a bit loose. 15.2mm doesn't match any reasonable inch size as far as I can see: it's 0.6". Are they just out of tolerance? Or some previously unknown standard. It's a 9mmx1mm axle.
