just seen in carltonreid's photostream this flickr set,
Make Way For the Bike, New Scientist 1981
.. which mentions 'Ambassador' LCN Route 5 [Paddington to Battersea Park; visible on this map], and features the photo of a young Kenneth Clarke (shown in the OP above) from 1981 - who was Parliamentary Under-Secretary (Department for Transport) (Roads and Motoring) and at least a one-time cyclist!

LCN22 and 23 are quite usable routes out of South East London. There has been a bit of resurfacing work recently, which has helped.
have been an admirer of the motor-traffic-lite London Cycle Network [.pdf map / extract from the map of central London] for some time now.. particularly recently, using Route 8 for commuting, and the other day finding Route 7 delightful - containing 'lanes', :-)
feel its time for there to be some thread space for expression of forum-monger appreciation!
