700c/650c Fork with Tight clearance

So I have looked high and low for forks with tight clearance and NO drilling for a brake. Essentially a track fork with super tight clearance for a 700c wheel. NOTHING!!!

I was thinking about using maybe a 650c fork on a 700c wheel. But getting a damned answer if it'll work is harder than I thought. So I turn to the forumers. What do you know?

a) Any tight clearance 700/650c 1 1/8th thread less forks?
b) Will a 650C fork work on a 700c wheel thus sloping the top tube and BB giving a "low pro" look/feel.

Also I sent emails off to frame builders and all I get is bounce backs with ridiculous quotes that have nothing to do with what I am after. I need your help LFGSS. Oh and No i still don't want a front brake.LOL

Just out of curiosity, how sure are you that the fork you have in mind would work on your frame? A-C? Head tube angle? BB height? ST angle? Judging from your post you seem to have little or no clue as to what the fork would do to your bike geo. Function > Form is what I would say.

Are you talking about clearance between the tyre and fork crown or tyre and down tube?
If the latter, look for a zero rake fork with a short crown.
