It sounds like the "Status" model: post a photo to confirm.
The plastic plug is just to locate the screw that secures the (missing) cover and is a push fit: just pull it out.
The usual quill stem expander bolt can then be seen.
Having said that, it can be a tight fit and the plastic stretches and tears if you use pliers directly on the plug (don't ask me how I know this).
Fit a screw (the original looks like a drywall screw) and use pliers on that.

Thank you...I was being a bit stupid......... The cover is missing as you say. Stem and Handlebars now offered as a small money for sale item.
Should read "stem" obviously! I think it is form around 1989. How do i get it off?!!!
The cover is missing.....and then there's the tube thing sticking out backwards......i can put a hex wrench in and it seems to locate ok...but i turn it either way and nothing seems to happen...what's the normal way to get these stems out? In a normal quill stem you have to to push the bolt and thereby the wedge down, or even knock it with a mallet...how do you do that with this type of stem?
