Why the 650B?
I'd have thought that with a standard 26" touring wheel and some 38s tyres that it would be pretty much a wash. Less faffing with new emerging MTB standards and limited parts availability. Lots of 26" tourers out there that would make a decent conversion for fixed, especially given your longer distances - Van Nichols, Surly LHT, Salsa.
If you're stuck on a 650B touring frame then it could be a good challenge for a frame builder as well. Not sure what's available in your neck of the woods or if your budget allows for that, but perhaps have a chat with Marty at Geekhouse in Boston.

You could always convert a Kogswell or a Rivendell, although I'd expect the BB to be low. There was a builder called Rawland too but I'm not sure they're still around.
Does anybody have knowledge of who manufactures a dedicated 650B fixed gear frame with road geometry? I currently ride a 1984 Pinarello converted to fixed with 700x28c tires. I am looking to build a fixed gear bike for the road with longer rides and centuries in mind, maybe some randonneuring. My location= Long Island USA.
