Not without a gauge, which i've never seen under £40. Is it written on the seatpost?
Or else, try Sheldon. I had to look on there last week, there's a massive list of many bike post sizes listed.

Vernier calipers can be bought for little money.
I've just been handed a Raleigh Medale that has been converted to a single speed.
I need to find a new seat post for it, but I am not sure what size I would need to buy... Can anyone advise what size I should buy?
This may help determine which model it is: It features a sticker '1977 1978 Tour de France Winners / Team T.I Raleigh / UCI World Road Champion 1978' on it.
