Cinelli Mash Histo Drilling Fork

I have a cinelli mash histogram and i would like to use a brake up front. Now i can see its pre drilled and from what i have read it has been plugged and painted over, Do i use a punch to knock it out or do i drill it out?
Can someone please enlighten me.

Just use a small ~3mm hand drill to make a pilot hole in front.

Then just using 4/5/6mm bits hand ream it out to avoid chipping.

Behind the paint will be filler bung.

Should pop out with bit.
