Steerer is 17cm. Forks are pretty much sold though, just changing the listing when money changes hands, I'll give you a shout in the unlikely event anything changes though.

Is the frame still for sale? What price for postage and does it include the BB and if yes, what state is the BB in?

Frame is still for sale, I think it was estimated at postage overseas was about £15, so I wouldn't think more than that, BB is included, it's not loose but a bit gritty, I've ridden it Coast to Coast so it's pretty well bedded in. Headset is included as well.

In terms of postage, just find a courier you like the look of and I'll use them.

Are you sure the forks are NOS?

The steerer should be around 260mm?

Ah, you mean the Easton ones? Sorry, yeah, they're 1 1/8th, steerer is 220mm long. They're definitely NOS, they've been sitting on a shelf in the workshop at work for ages apparently, we found them and the old boss told us he'd never sold them.

Ah, shame the steerer is so short or I'd have had them.
