Do you specifically mean track ends or any dropouts which allow horizontal-ish adjustment for a single speed setup?
If the latter then check out this SSCX thread for ideas.

Or go for a Surly Cross Check maybe?

I think the pomp is the only true contender here for being both cheap and amazing.
Not biased I swear.

My vote goes for pomp or cross-check. Love 'em both.

Cheap SS cross sounds like pompino or pompetamine as stated. I love my pompino.

Bike Mielec?

Another option is to use a frame that take large tyres but use caliper brakes (i.e. a Steamroller or the like).
If you are not riding anywhere that is a mudfest then you don't need the mud clearance of a canti brake so really all depends on what you are using the bike for and in what conditions. -

Please suggest cyclocross frames with horizontal dropouts. Material can be steel, aluminum or titanium, but not carbon. If the material steel or alu, the price should be 300-400 or less. Disc or canti, doesn't matter.
Initially I tried to find one made of titanium. Now I've pretty much given up the idea since I could not find a single off-the-peg ti frame with horizontal dropouts.
