Given the massive variation in frame sizing with regard to head tube size wouldn't you be better off starting with top tube/seat tube lengths first as you can raise the front end pretty easily if starting from scratch with a full length fork steerer?
Something like a 58cm frame? -

I have a 56cm top tube centre to centre 17cm head tube Scott ready built minus wheels (as I'm using them on another bike) that I'm considering moving along, but it's polished finish.
