Yeah definitely it's placed there to take a brake if someone wants to drill it out. There's a guide on the rear of the fork too.

Why didn't you update the thread then?
Cyfac (Francis Quillon) built, Armel Andre designed, team Castorama/Maxi-Sports (run by Cyrille Guimard) track frame from around '92 I believe.
Size 57 center-center, 56 top tube. Shimano 600 Ultegra headset.
The frame is like new, no dings or dints or anything at all. It's all very standard - 120mm rear, takes a 27.2mm seatpost, BB threading is BSC, very easy to build up.
I believe these came in SLX and TSX, this is certainly rifled on all the tubes I can get at so it's one or the other. Fork is a Columbus Foderi Laminati.
