it is not supposed to come out.

As dubtap pointed out anodised sets seem to have no bolts installed on them but NJS silver versions do seem to have the back bolts installed.

2 fell out with zero effort, just undid the allen bolt.
1 needed the gentlest of taps
2 are firmly stuck together. -

Not what I expected to have to go about doing before even owning them for 24 hours.
the two sides are rotating freely but firmly bolted together and I can't get purchase on the reverse because the bolt sticks out too far.

My too late apostrophe edit has not saved me from humiliation.
There's a thread for this, but not very helpful and no real solutions other than HTFU and drilling, so here's a solution for when the rear half of the bolt is stuck in and you can't get it out.
Note: this assumes you can undo the allen bolt without any major issues.
Step 1: Locate the bolt
Step 2: Position 2-tooth tool on reverse
Step 3: Remove bolt as normal
Step 4: Here's the problem, the rear side is stuck!
Step 5: Gently spread the ring from the spider
Step 6: Position 2-tooth tool in between the spider and the ring
Step 7: If the ring doesn't push out the bolt by itself, cover it and give it a gentle tap.
Step 8: If it's still stuck, start microsurgery, just a gentle poke with a small screwdriver will suffice...
All done!
