I'm at work, and won't be able to do anything until maybe tonight.
All other frames I've had you can pull the cover off so it looks like this:
I tried pulling the covers off last night, but I don't want to ruin the frame in any way.
These are the covers I'm talking about:

Found a photo!
And it doesn't look removable. I think I'll need to file down the Shimano surround to make a spacer with notches.
From my brief research last night, by removing the black cover on the non-driveside, you can remove the bosses.

I know, but you should able to removed it, if not, your only option is friction shifter.

I'm fine with friction, it's just getting the lever to sit correctly, and work properly.
Currently it fits too far out, like it needs a spacer. Something about 2-3mm.

I'm pretty sure this might solve your problem, http://techdocs.shimano.com/media/techdocs/content/cycle/EV/bikecomponents/SL/EV-SL-BS77-1664_v1_m56577569830628723.pdf item no.2 part no.643 4300

I think you're right. Thanks. Now I have to find that part.
Looking through the 1995 Cannondale catalogue almost all their road bike models came with STI's, so I assume that any spacer or covers didn't need notches.

Found them for sale!

Are the downtube shifter boss cover (they little bit that goes around the shifter boss) on Cannondale frames removable?
The ones I have on my frame are smooth and my Shimano shifters won't work properly because they dont have notches, like this.
