Never heard about it nor noticed it, but I guess it's not hard for water to get through spoke holes etc

Did those cheeky brutes at State save a few quid by not putting in any rim tape?
You could conceivably take the tubes out and check for rim tape, if there isnt any you could either get some rim tape, fill in the gaps with a dab of silicone.

Is rim tape really enough to hold water out?

it wont seal it, but to allow enough water in for it to 'slosh' about dont sound right.

RIm-tape? Hahaha! What are you guys thinking? Clearly the water is getting in to the spoke holes or valve hole and is 'sloshing' about between the two walls of the rim. Beyond the rimtape is where the tube lives and there's no space for any water there if the tyre is inflated.

Either way, I assume the rims are alu so it's not the end of the world as long as they dry out reasonably quickly

Yeah, I think they are alu but the water can remain in there for quite a long time (especially given that it regularly gets topped up with more rain water or when I wash the bike). As Mark said, it doesn't sound right so the next stop is State.

You can get cream for this.

get cloth rim tape, doesn't go tits up when it gets damp like plastic tape does.

^^ I use electrical tape on most of my wheels (even a tubeless pair) and that holds up fine for years at a time.
Pretty much all rims have a dead space in them where water will eventually seep into it, the key thing is the tightness of the bead against the rim, as some will allow the water to drain right back out, others might take a few days, and once it gets into weeks its basically never coming out!

yeah my wheels fill with water to but it soon seems to come out again
I bought a State fixie not that long ago and having spent a fair amount of time riding through this exceptionally wet summer. I've noticed again and again that there is water in the rim of both wheels. There's enough water that I can hear it sloshing about when I start off and it leaks out of the holes for the spokes.
I've never really thought of wheels as being waterproof but at the same time, I've never encountered anything like this in 20+ years of cycling. I'm worried about corrosion of the wheels and tubes. Has anyone come anything like this? The bikes under warranty so my next stop is State Bikes but thought I'd ask here first.
