without seeing it, could you hacksaw off the offending section and then saw another slit in further up?

Butting/material thickness should be different further up so sawing it probably wont work.
Its not worth the risk/hassle if you ask me.

another thought was, would filing the bulge work? will post a photo tonite see if its doable

If it's a proper bulge (swage), then it's fucked. More likely to be a bit of a burr though, in which case you could definitely file it off. Replace the bolt though, I wouldn't trust it after it has been over tightened. Well, I would, but I pretend I'm sensible on here.
Show us a picture before you screw a plaque and a bit of string to it. -

Never understood why they used those. Anyone care to enlighten me? It's always struck me as particularly fucking stupid to design a stem that asks a rigid, brittle material prone to fatigue to flex in order to work properly. It also makes it way too easy to over tighten them, as demonstrated by OP.
But yeah, if it is aluminium, and has been forced apart too far, it's probably knackered. Show us a picture anyway though. -

ahhh that explains it, thanks
as per title, i brought this in october, and just got around building it, and find out that the expanding wedge has been done up too much causing deformation of the base of the quill stem (which i suspect is what caused the fork that came with the frame to have a rippled steerer too),
so the problem is that the stem wont go in nicely into the headset+fork, any idea if the stem is salvagable or going to have to be made into an wall mount art piece?, the stem is reall nice and polished and the bar i have with it is nice too, would really like to put it to use,
