try walking on your hands and judge how it feels
now try walking in the usual way on your feetwhich feels better
replace hands with 650 front wheel
and feet with 700c front wheeland replace walking with frame
do you get where i'm coming from

To be honest, if you put a 650c where a 700c front wheel was you will lower the bottom bracket a bit and risk pedal strike on cornering, BUT if you were to use an old 27" fork as opposed to a 700c close-clearence fork it might equalise it a bit.. the front brake would need to be very long to reach as earlier mentioned.

I used to ride 27" on the rear and 700c front and it felt superb. I realise the difference here is bigger, but you never know. Dependent on the frameset it may work out ok. The question however is why? If you already have the 650c but no front 700c to try, then experiment with the 650c by all means. But otherwise it seems silly.
