For a frame builder it will be a piece of cake to modify a 700c fork into a 650c.
1/2 hour job, max.
I think that a 700c is much easier to find.
You've already planned to restore it. -

You've already planned to restore it.That's an option I haven't considered. Thank you. Beeing not from UK, perhaps you can advise on frame builders in London, which would be capable of this? I'll give them a visit, when visiting UK :]

Sorry. I'm also not from UK or London.
But as far as I've understood, there are several frame builders in or near london, or people who can do the soldering/brazing for you. Even on this forum. Maybe just search for frame builders. -

i get this fork along with the frame , but i already got the rossin fork with stem mounted on it ,

Turned out to be not genuine Rossin fork I found, so still looking for one. Must have Rossin panto on crown!

15cm steerer would be awesome, but smaller is also ok! Paint doesn't matter!
