Condor has 13-26 and 12-23 if i remember correctly. You will struggle to find 13-21.

Why do You need a racing ratio cassette for winter rides and commuting (do you have a compact chainset)?

i usually ride fixed 48*17 in the winter using a miche track chainset.. my knees are ruined from distance riding. i have a old rear wheel with a campag freehub .. so i'll be riding single speed with surly singlator and road bike and can change index to suit my mood hence 8 speed, it is the cheapest option methinks. :)
