There are Kona Paddy Wagon frames at Chain Reaction for £175 at the moment. I think they fit the bill too.

No it didn't. It was an old roadbike frame, which I had used because I got interested in fixed gears. Sadly I've had a crash with it after the ride to Cambridge, and the top and down tubes snapped.
Now I have the chance to make a new build with a new frame, and I want to get past the limitations of my previous frame.
Because my previous frame has died, it's time to search for a new one.
I'm looking for a preferably new frame with horizontal dropouts, holes in the fork and rear so I can add fenders and paniers and also holes so I can add two water bottle mounts.
An example of such a frame would be (however this example does miss the water bottle holders):
