Can't you tuck it inside, used to have one like that on my crumpler and it tucked in the bottom.

If the bag is almost empty, I can fold it inside itself. But there's no obvious design for this.

Yes - I had that problem, I used to roll it up and secure with rubber bands. For various reasons I ended up having the bag over my right shoulder, with the loop ending up in a potential wing-mirror catching location. Definitely needed securing.
I've just had delivered a Bagaboo which doesn't have this problem.

On my Crumpler I thread the LHS buckle strap (the one that closes the bag) through the excess shoulder strap loop. This then pulls the loop around to the back of the bag and stops it from catching on stuff

the other day as i was pulling away from the lights crossing euston road i somehow managed to get the loop of spare strap caught round the saddle so as i went to stand on the pedals to pull away it sort of pulled me back down. i was riding fixed in front of a row of traffic so had to sort of "hunch-pedal" with my knees round my ears to the far side of the junction wher i could pull over and extricate myself. wasn't the most graceful of maneouvers.
Anyone have this problem with a Timbuktu (or other) bag?:

This loop gets stuck on stuff all the time when I'm walking around. It will be less comical if it ever gets stuck on somebody's side view mirror, though. Thoughts?
