No affect on braking I've noticed - this is with 105 calipers on 105 STIs.
I think it's just a scratch that will wear away with the braking surface. No sharp edge. Running my finger over it it feels less pronounced than the join in the rim. I was probably being over cautious mentioning it, actually. Ho hum.

These were fitted to my CAAD9 and have about 1000 miles on them. They have always been used in dry conditions, have never seen rain and have been well cared for. Rear has and imperfection on the braking surface (in photo) but it doesn't affect the rim in any way.
