It seems to be eccentric on that it is not the same circumference all the way around, there is a ridged section. I can't see how it is supposed to work. Surely both the inner and outer surfaces have to be completely circular?

Hello.
I purchased a mountain bike XT front mech yesterday for the meagre price of a fiver, however it has a large clamp size, im guessing 31.8? i think thats the standard mtb size anyway...
anyhow It is too large by a good few MM for my 26.8 seattube reynolds claud butler, I know shims are available premade for this job but they're expensive, I toyed with the idea of using beer can strips but im not sure whether its a good idea or not? can anyone suggest whether this would be suitable or possibly another idea for a home made shim?
