Your thumbs need to htfu. Or use a lever. Are your rims quite wide? My mavic a719 touring rims have a min tyre size of 28mm because of the width.

Also, what rims? Perhaps your rim is 24mm?

I dont know they are the charge ones on a charge freestyler, do i need a smaller inner tube or something?

What inner tube you've got there? Use one which goes up to 23mm then (700c 18-23). The old one is probably bigger (700c 25-28mm) - you'll pinch it with levers.

Check the inside width of the rim with a ruler/tape measure just in case. Like Edmunro said, touring rims will be wider. Although the standard Charge deep section rims should be regular width inside.

look up a tutorial on youtube or something. it really isnt that hard.
put the innertube in the tyre and pump it up a tiny little bit so it retains some shape and stays in the tyre. then apply to rim... -

thats how i do it at least...
if my 16 year-old thumbs can put a tyre on a rim then im sure you can. it really isnt hard. it does vary with your rim and tyre combination though, some combinations are a bit of a bitch. -

go and get a new tube then... a 23c one.
it sounds like youre a tad confused though...
The old one says 700 x 28 and the new one is 700 x 23, is the new one the wrong size?
It goes on but not with the inner tube
