Band-on downtube bosses exist. I think SJS sell them. I think they're made by Problem Solvers.

Band-on bosses ought to turn up fairly easily via eBay; Shimano "Light Action" 6-speed SIS levers definitely came in band-on format as Dad had some on an old work bike. Probably nothing more modern (poss. 7sp at a pinch??) though unless you acquire some old levers, e.g cheapo Huret ones, and rob the band off them to fit (1) something 8+ speed or (2) STI-style tensioning stops.

To put a band on would almost be as sacrilegious as hacking them off in the first place! Was thinking that perhaps the remianing material could be drilled and tapped to accept some sort of adaptor.

Nutsert the frame, make a threaded male/female spacer to fit or modify an existing spacer.

Have found a frame I'd like to buy but the gear lever bosses have been hacked off!!! Anyway to replace them without distrurbing the paint?
