Tenderloin

I need a few bits to build up a polo/pub/winter bike.

i need the following:

Wheelset, cranks, handlebar and quill stem, saddle. All need to be pretty cheap.

Also need some bullhorns or Airwing bars, in black and oversized (31.8mm)

any help would be greatly appreciated.
