Hi they're made by a French (now extinct I believe) company called *Philippe, *as a style they're called porteur bars generally or occasionally promenade bars- I'd recommend French ebay, though also I'd bet on VO doing some reissues - there is a list of producers of this style on this very site if I remember rightly .
Love those bars - where can I get myself a pair of those?

So in my quest to make some room and please the gf:

It has been totally stripped, cleaned, was framesavered and had all bearings repacked, a new shorter BB put in, new cables etc then put back together. Nothing is seized on it
NEEDS:
Short term; two new tyres, that block changing to a single freewheel.
Long term; a bit of love, a proper true of the wheels, a new headset would not go a miss though after a repack it has been smooth and trouble free, pedals as these ones are total rubbish (though do work).
I have an old rear rack also if you want.
