Video Capture Cards / web cams

I need to set up a system to to video call ect on my computer. Initial thoughts were just buy a cheap web cam but a little research tells me that using my digital camera + a video capture card gives better quality, is this still true or out dated information? They both seems to come in at the same price point of £30, any other advantages of one over the other? Opinions e.t.c

i have nothing to say on the video card but i use a logitech webcam with integrated mic for skyping and its fine. but a lot of digital cameras and camcorders have a "webcam" function, you just plug in with a usb/firewire.
