The smallest Decathlon road bikes come with 650 wheels. Bottom of the range OTP, but worth a look.
Edit: Went in today and spoke to the guy building up the road bikes. Apparently only the Sport 1 comes with 650c, but they do have 3 different frame options, 45, 48, 51 cm, all with 650c. The Sport 2 and 3 sizes start at 54cm. The Sport 2 seems to have Sora shifters and carbon forks and seat stays, while the 3 has Xenon shifters and mechs. No brand brakes and cranks on all of them.
Cost of Sport 1: £269! got to be the cheapest OTP option?

Trek 1.2 WSD comes with 650c wheels.
Edit 12/7: Went to On Your Bike to arrange for a test ride only to discover the smallest size they have - 47cm comes with 700c wheels. The member of staff even trawled the website for me. Trek do a smaller size, 43cm which I'm guessing is the one with the smaller wheels, so I've emailed them for clarification.
Will report back.

I went into Decathlon today to view the Sport 1. They didn't have any of the smaller sizes so they've ordered a size 48 and a 51 for me to try. I suspect the 51 might be a tad big as the standover height was rather too close for comfort. Love the wheels though! I think it will take a couple of weeks before I get my mits on it. I'll also see if I can track down a Trek 1.2 to try and report back.
Interestingly enough Decathlon do 650c wheels as a flat bar. Sizes are 45, 48 and 5. Not enamoured of the colour scheme though (white and a bit flowery, but I'm a picky sod).

I tried the 45 on Sat, just for fun(!) and felt that the stretch was too far for me (weird as it's my legs that are short, not my body!). It may have been that the saddle was up way too high for me which was causing the stretch, but thought it was worth a mention. Agree about the colour scheme, btw!

Now when I told the shop staff that the 45 would be good to try he was insistent that the 48 and 51 would be better. We'll see.

You definitely have longer legs than LittleHeather, as you had an inch or so standover on her frame, which is 48cm centre to top of the seat tube and 46cm centre to centre on the top tube, whereas she has none at all. She could easily stand over the 45cm, with flat feet, so a 48 or a 51 with a shorter stem is probably more your size, I reckon.

Now I'm crossing fingers one of them is a good fit AND I get a little 'extra' from the employer so I can buy it (cos it's red - my fave colour) and still get another roadie on the C2W.

Cervelo P1, 2, 3 in 48cm size takes 650c wheels. All have horizontal track-type dropouts.
P1 (used to be called the P2SL, it's the alu version) is not available new in the UK but I've got one built up as a road bike and it's awesome. Highly recommended if one is available second-hand.
P2 and P3 are carbon fibre frames, a bit overkill for kicking around town but super nice frames in any case.
Edit: Islabikes makes a road bike with 650c wheels for kids. Great little bike, can be used for road, cyclocross, commuting, etc. Swap out stem, cranks, cassette for an adult, but the frame is really well-made. Price is right at 350 quid too.

Clefty you are NOT helping me be financially responsible and divert any 'extra' pennies to my debt reduction plan - lol. But I am secretly praying it's a fit and the moneygods persuade my employer to lob some extra dosh my way.
Smaryka, I'd considered Islabikes a while ago but didn't do a full check. That plus the fact I'm closer to 50 than 40 made me think a child's bike was a step too far............. then I saw sense :-) plus my now 14yo, taller than me, niece riding my bike with so much ease.

I'm not ashamed to say I ride an Islabike Luath 700 small bike for cyclocross (bought secondhand for 200 quid from a club member's son who had grown out of it). And I've seen quite a few ridden by other women as well.
If you've got the money to upgrade any parts you might want to upgrade -- for example, it's only 8-speed, the stem is really short, the gears are tiny, etc. -- then by all means get one! It's really too bad they don't sell frames only as I think they would do great business amongst the smaller ladies out there like you and me.

i ride a fixed 650c fuji track 2010 model - it's lovely. edscoble - you helped me out a fair whack with that, thanks!
i also went to the oopening of tokyo bikes in spitalfields last week - one of their policies is using 650c wheels only, i have to say it looks weird with larger frames but they do 47cm singlespeeds which look pretty proportionate not sure of the quality of the build though?

Ed, I've had an email from Trek to say their 43cm 1.2 isn't WSD but does come with 650c wheels. Apparently the frame is not too dissimilar to their WSD. This year's model is black with red bits and the 2011 model will be white with blue bits and £100 more.

I have a polished ally Cannondale frame for sale which takes 650c wheels. Not sure if it is appropriate to post it here . . . Also can find some wheels to go with it. It's great for someone who is between 5' & 5'2". Very pretty (I think). Oh yes - it's a road frame rather than a fixie.

Probably not, but seeing that there are women who need a smaller frame, seem like a good idea.

pretty sure they're not 650's, that's Max Crowe's massive gate like frame (66cm I think) it just makes 700c look small!

650c wheels also fit in old steel junior road frames designed for 24" wheels. and those frames, when they can be found, often go for crazy cheap money...

I made a Giant bike for my wife and it was in Giant's collection as a frame set for a couple of seasons, both in US as in EU.
Planned a 24" for kids and a 26" for kids and shorter adults.
24" version was launched as a T-Mobile team replica bike.
26" version (6061 tubes, composite fork) was only produced as a frame set and sold by a limited number of countries.
I wonder why bike brands sometimes offer a 24" and a 28" range, but nothing in between. Strange.
Sometimes I see the 24" and 26" ones on Marktplaats and Ebay, or even on the streets.
The nicest one is hanging in my garage.
Horizontal dropouts and no hanger for front mech, so ideal for SS and FG.
As a bike it had nice 165mm compact gear cranks, low normal XTR rear mech, so shifting is intuitive (both big levers for bigger gears, small levers for small gears), clipless MTB pedals, 3T Eva bars, Selle Italia Lady Gelflow saddle, Xero 26" wheels.

Framebuilder like Roberts can easily build a frame that'll fit you perfectly, with 650c or 26" wheels.
I didn't list the price and link of where to buy them as they can change over time, but most of them shouldn't be hard to find, even your local Evans may able to order some in.
If anyone know anymore 650c bicycles that's suitable for those under 5'3, do list them here, the more information, the better.
