Campag, would be my chioce. Partly down to a liking for the road groupset. Partly down to the few mm lower Q-factor (I has short legs).
To be honest my usual reasons for not choosing Shimano are lever shape, and uglyness. But lever shape is a non-issue and the Shimano track stuff is really nice, asthetically. So there's not much in it.

I have the ultimate track frame ... 90s Orbit Pista in Red and While ... 531 steel... I can't decide whether I should go campag or shimano.
SRAM is a no go since it is for bed-wetters.
Shit the bed mate... get some SunTour stuff.

Hmm.
What I would do, is look for 90's track stuff, and see what comes up first/most affordable. You will be looking at a very simular quality no matter what.
If you aren't intending to ride this on the track, but instead on the road, you may want to thin about using non-vintage stronger stuff, like new DA, so that you won't rinse and nice old stuff.
And please stop sleeping with Sram, it makes you wet the bed.

campagnolo for italian frames and dura ace for non-italian frames, c-record track is the prettiest i think, dura ace track after that.
was building a bike with a mavic track group but sold the bike before i could finish
