i have them as standard on my roadie, the pads dont square on with the rim if the wheel is slightly bigger than 2.25mm.
Weird i know. lol

You sure there's not some adjustment fail going on? Something that could be fixed with a longer/shorter straddle cable or bring the pads out or similar?

nope, i have tried the brake in the lowest possible spacer combination and still it had some trouble, ended up in skimming the tyre when pulled.
not sure why i get this but thinner wheels resolve this problem.
