on this website they have most of the serial numbers for bikes made in the uk and a few others beside. you should be able to match them up.

It's not an unreasonable question is it? Two numbers stamped, either both are the serial (which seems unlikely) or it is one or the other?

One is the frame manufacturer's, and one is the brand's. Keep a record of them both I'd say. The mfr will have a system of numbering they use, and the brand will have another - so the manufacturer stamps both on the shell.

Common sense prevails.
Both my bikes have two serial numbers stamped on either side of the BB shell:
Focus Cyclo-x:
D145xxx / AV001xxx
Ridgeback fixie:
M8071xxx / BB0xxx
Where xxx is a number that I have masked.
But which is the serial?
