Seems unlikely that an old raleigh frame would have had 650c wheels, more likely old 26'x 1 3/8 road wheels. If this is the case you'll struggle to put 700c wheels in it, there probably won't be the clearance. The same would go for 650c's. What I would suggest is borrow a 700c wheel of someone (or go to an LBS) and double check.

if it is an old raleigh frame it might have 26tpi bb and headset, and thus, might as well throw it out as finding fitting parts will be a headache.

(and theres a thread of this in the reverse, but i still dont quite understand)
but im gonna get an old ralaigh frame, which originally had 650c wheels, and all the old parts
and im just wondering if i can put 700c wheels on it
and whill i be able to convert most of the same things from another (new ish) bike???
ill update with measurements when i get them
