It's not splined, it's square taper i think!
Is that isis? -

ISIS is splined.
These cranks appear to have both square taper and splined versions.
Can you see just inside the crank arm if there's four flat sections around the axle, ie. a square tapered bb? -

Is it a case of use an allen key & then a standard cotterless crank extractor then? -

yep. old school.
Make sure that any washers are out after you remove the allen bolts.
- don't get confused and tighten the extractor threads too much. I've done it many times, tightening it too much for no good reason.

As long as it's threading in correctly I've only ever done it hand-tight. It should go in pretty deep so doesn't really need to be tightened as Prav said.

What tool/s do I require?
Looks like I need a big allen key, but what else?
Is it just a standard cotterless crank extractor?
Crank's on one of those Half_rds carrera ss bike they were selling if that helps.
