I think car clamping companies have the required access level to get an address from a plate .. maybe try them.

yuo have to put in a request thru the DVLA tho innit, and you need a good reason if i remember correctly?

I wouldn't bother wasting your time.
Either pursue a breach of the RTA through the police or push up the offer by the insurance company for without prejudice. Either way the guy is going end up paying and get a fine or a jump in his premiums.
Of course it may be nice to send him a letter pointing out that he may have paid less by dealing with you direct but at the end of the day some people are spineless twats and there's not a hell of a lot you can do about it.

do the DVLA really give out addresses that easily? anyone can say they got knocked off a bike, I guess a police statement would help ..?

W7 1AWTrouble is I seem to remember him saying something about being in the middle of a move - was a bit shaken up at the time and didn't make detailed enough notes.
Anyone out there have ways of doing this without paying the £2.50 and associated penwork for the DVLA?
The bellend that knocked me off has ignored his Insurance company's requests for information, they want to deal Without Prejudice, and I'm not really down for that.
