24" wheels are dificult to source apart from for cheap Kids Mountain bikes I recently tried to source tyres from bike shops and could not get any but wheelchairs do tend to have 24" wheels so I would do a search for wheelchair wheels.
For my tyres I went to

Be careful what size 24" you buy.
24" MTB size is ETRTO 507
24" road is ETRTO 520
But there is also ETRTO 540 and 541.So, check what dimensions your frame and fork are compatible with and which tyres you want to buy/run.
I think for road race, 520 is the most common size.
Alex DA 22 are nice rims, but I've got no idea where you can buy them.
You can try a Giant dealer, since these rims were on Giant 24" TCR road bikes.Or 24" tubular. Again another size. Bianchi and Moser kid racing bikes always use tubulars, I think.

24" wheels - I use velocity aerohead rims on my lo pro. You can either order them direct from airnimal (folding bike people - phone them via their website and they're very friendly), or speak to Condor and they can order them in for you.
They're 520's and can be wrapped with Schwalbe Stelvios (which the airnimal people can send at the same time).

Great information thanks all.
Might have to sort out an alternative frame, as that is going to quickly exceed funds
I have an old frame, that I was going to build up for the good lady to use around town. However it needs 24" wheels.
Any one know a good source for them?
